Scarborough Bluffs West Project

A major waterfront planning initiative is underway along Toronto’s eastern shoreline, and Great Lakes Waterfront Trail users should be part of the conversation.

The Scarborough Bluffs West Project, led by Toronto and Region Conservation Authority and the City of Toronto, will help shape the future of the waterfront between the Eastern Beaches at Silver Birch Avenue and Bluffer’s Park. The project is exploring how to improve public access and waterfront experiences while protecting sensitive shoreline and natural areas.

For Great Lakes Waterfront Trail users, this process is especially important. It will help determine the future alignment and experience of the Great Lakes Waterfront Trail through one of Toronto’s most spectacular waterfront landscapes. Today, the Trail follows an inland route along quiet roads, often well removed from the Lake Ontario shoreline.

This conversation is about more than the Trail. The project will influence how people experience the Scarborough waterfront for generations to come by:

  • Protecting and enhancing the natural and cultural significance of the Bluffs
  • Reducing erosion risks and improving public safety
  • Expanding opportunities for people to access and enjoy the waterfront

This is a rare opportunity to think beyond today’s needs and help shape a lasting legacy for one of Canada’s largest urban regions.

We encourage you to participate in the Environmental Assessment process and advocate for:

  • A continuous, inspiring waterfront trail connected to Lake Ontario
  • Strong protection and restoration of the Bluffs and shoreline ecology
  • Better public access to the waterfront
  • A connected, resilient, and welcoming shoreline for all

The Scarborough waterfront is one of Toronto’s great natural treasures. The decisions made today will shape how residents and visitors experience nature, access the lake, and move along the waterfront for decades to come. This stretch of shoreline should reflect the scale, significance, and potential of Toronto’s waterfront—as a connected public landscape that belongs to everyone.
